Cumberland Coal Refuse Disposal Area No. 3

WallacePancher Group provided environmental and mitigation design services and prepared Section 404, 401 Water Quality Certification, Chapter 105 and SMCRA permits as lead environmental subconsultant for a new, 500+ acre bituminous Coal Refuse Disposal Area for Contura Energy, LLC. located in Whiteley Township, Greene County, PA.

WPG conducted stream and wetland delineations, required background and baseline aquatic sampling, ecological studies and prepared necessary permit applications and associated agency coordination. WPG also met with local landowners to identify and secure compensatory mitigation opportunities within Whiteley Creek watershed. WPG investigated, designed, and secured the permits for construction of a 3+ acre wetland mitigation site and over 44,500 LF of stream mitigation located on PGC-SGL 223 and multiple private properties as a significant part of the project.

Coordination for this complex mine refuse project included Franklin Township officials, the Greene County Conservation District, PENNDOT District 12-0, PA Game Commission (SGL 223), PADEP-CDMO, USACE – Pittsburgh District and USEPA Region III.
