Daniel P. Wallace, P.E.

Owner/Founder

Dan is co-owner of WallacePancher Group and is the lead for the company’s civil engineering activities. He has nearly 30 years of planning and design experience in Ohio, Pennsylvania and West Virginia on residential and commercial land development and transportation projects. His extensive experience includes stormwater design, wetland and stream assessment and restoration, and federal and state permitting. For nearly 10 years WallacePancher Group provided construction services to clients.  Dan led these efforts for a wide range of projects including stream and wetland mitigation/restoration, parks and walking trails, commercial landscaping, and parking lots. Dan has served on Youngstown State University’s Civil Engineering Advisory Board for over 15 years and has taught engineering classes there and at The Pennsylvania State University’s Shenango Campus. Dan received both his M.S. and B.S. in Civil Engineering from Youngstown State University. He is a licensed Professional Engineer in Ohio, Pennsylvania and West Virginia.

Brian K. Pancher

Owner/Founder

Brian is co-owner of WallacePancher Group and oversees the company’s environmental activities. Brian has over 20 years of experience in leading stream and wetland restoration projects and coordinating complex environmental and engineering projects for oil and gas, coal, and commercial clients. His expertise includes ecological analysis, resource management and planning, natural resource inventory, wetland delineations, stream and riparian assessments, watershed planning and permitting on both public and private projects in Ohio, Pennsylvania, West Virginia and various other states. Brian has been instrumental in the development of industry standards and techniques for applied restoration ecology. Brian holds an M.S. in Natural Resources from the University of Wisconsin-Stevens Point and a B.S. in Wildlife and Fisheries from Pennsylvania State University.

Frank Rudge

Chief Operating Officer

Frank is WallacePancher Group’s Chief Operating Officer and is responsible for all company operations. He has more than 30 years of experience leading multiple business areas including operations, customer service, quality, engineering and M&A both domestically and internationally. Frank is an adjunct professor at Pennsylvania State University’s Shenango Campus. He received his MBA from the University of Pittsburgh and his BS in Business Administration from Westminster College.

Antoinette Wallace

Chief Financial Officer

Antoinette is the Chief Financial Officer at WallacePancher Group. With more than 30 years of corporate accounting experience in various business industries including real estate development, retail, and consulting. Antoinette is responsible for financial planning and reporting, and oversees the Accounting and Human Resources departments. Antoinette earned her BS in Business Administration from Youngstown State University with a Major in Accounting and a Minor in Business Management.

William Gabriel (Gabe) Hays, RLA

Principal Landscape Architect/Senior Manager

Gabe is a Senior Manager at WallacePancher Group. He has more than 25 years of professional experience in Landscape Architecture and Planning covering 12 states. Some of Gabe’s specialties include parks and resorts, trails, commercial development, streetscapes, urban design, cultural landscapes, garden design, and waterfront development. Gabe is a certified Historic Landscape Consultant, is a long standing ASLA member, serves as chair for the Ohio Public Works -District 18 Natural Resource Assistance Council, and is the secretary of the Eastern Ohio Community Foundation Fund that he helped establish. Gabe holds a B.S. in Landscape Architecture from Ohio State University and is a Registered Landscape Architect in Ohio, Pennsylvania, and West Virginia.

Patrick R. Schwan, P.E., CPESC

Principal Engineer/Senior Engineering Manager

Patrick Schwan is a Senior Engineering Manager in our Mansfield, OH office and has been working in the engineering industry for over 25 years. Patrick graduated from Ohio Northern University with a Bachelor of Science in Civil Engineering.  Patrick develops and manages transportation projects that include: roadway, airport, and municipal projects, as well as handling ODOT Pre-qualifications for design and construction engineering. Patrick is a licensed engineer in both Ohio and Maryland, and is a Certified Erosion and Sediment Control Professional.

David L. Rinehart, P.E.

Principal Engineer/Senior Engineering Manager

David is a a Senior Engineering Manager in our Mansfield, OH office and has been working in the industry for over 30 years. David graduated from Ohio State University with a Bachelor of Science in Civil Engineering. He later went on to receive his Master’s from Ashland University. David leads and manages projects with structural components where he inspects, analyzes, and designs bridges. David is a Registered Professional Engineer in the state of Ohio.

Kimberly R. Kerber, P.E.

Principal Engineer/Senior Engineering Manager

Kim is a Senior Engineering Manager in our Cleveland office and has over 29 years of experience working in Northeast Ohio.  She serves as the Consulting City Engineer for the City of Fairview Park, City of Rocky River, and City of Middleburg Heights.  She is responsible for managing and technical oversight of municipal design projects, commercial site plans, residential subdivisions, municipal plan reviews, and project administration.  She is also experienced with Storm Water Management and the Ohio Department of Transportation LPA design process.   Kim received her Bachelor of Science in Civil Engineering from Case Western Reserve University and is a registered professional engineer in the State of Ohio.

Brenda Mockbee, P.E.

Senior Engineer/Engineering Manager

Ms. Mockbee is an Engineering Manager at our Cleveland office.  She is responsible for design of sanitary sewer replacement, storm sewer replacement, water main replacement, pavement resurfacing and replacement, storm water management, detention basins, cost estimating, commercial site plans, and residential subdivisions.  Ms. Mockbee is also responsible for project administration for municipal projects, which includes pre-construction meetings, frequent updates to the municipality, processing and reviewing contractor pay requests, processing and reviewing change orders, monitoring construction budgets, communication with inspectors, answering questions that arise during construction, and project closeout documents.

Ms. Mockbee has over 27 years of experience working in Northeast Ohio.

Graham L. Ferry, P.E., PMP, LEED, AP BD+C, CPESC, CPSWQ, CESSWI

Senior Engineer/Engineering Manager

Mr. Ferry is an Engineering Manager in our Cranberry Twp., PA office and has 27 years experience on a broad, diverse range of civil engineering projects.  Project involvement in over five states has included a variety of planning and engineering experience in the land development, hydrologic, storm water pollution prevention, permitting, and municipal fields.

Mr. Ferry possesses two Associate of Specialized Technology Degrees, a Bachelor of Science in Engineering Technology, as well as a Master of Science in Engineering Management.  Mr. Ferry has also served as an adjunct instructor with Point Park University’s Engineering and Mathematics Departments, in downtown Pittsburgh, Pennsylvania.

Justin Alexander, PLA

Senior Landscape Architect/Engineering Manager

Mr. Alexander is an Engineering Manager in our Cranberry Township, PA office and has nearly 12 years of experience in landscape architecture, from conceptual design through project development and implementation. His areas of expertise are in project management, site planning, grading, graphic presentation, and design of parks, trails, athletic facilities, sustainability, green infrastructure, ADA compliance and general site design.

Mr. Alexander facilitates all stages of development including multi-discipline proposals, fee estimates, due diligence, conceptual design, planning and land development approvals, NPDES/E&S permitting, construction documents and technical specifications, cost estimating, construction administration, record surveys, and project closeout

Matthew R. Wachob

Senior Environmental Scientist/Environmental Manager

Matt is the Environmental Manager at our Waynesburg, PA office with over 10 years of industry experience. Matt has extensive experience in stream classification, benthic macroinvertebrate monitoring, and the Jurisdictional Determination (JD) process. Matt also has experience preparing stream and wetland reports for various permit application submissions including SMCRA Permits, federal Nationwide Permits and 404 Permits as well as technical and landowner reports. Matt earned his B.S. in Freshwater Ecology with a concentration in Environmental Science from Clarion University.
