Daniel P. Wallace, P.E.

Owner/Founder

Dan is co-owner of WallacePancher Group and is the lead for the company’s civil engineering activities. He has nearly 30 years of planning and design experience in Ohio, Pennsylvania and West Virginia on residential and commercial land development and transportation projects. His extensive experience includes stormwater design, wetland and stream assessment and restoration, and federal and state permitting. For nearly 10 years WallacePancher Group provided construction services to clients.  Dan led these efforts for a wide range of projects including stream and wetland mitigation/restoration, parks and walking trails, commercial landscaping, and parking lots. Dan has served on Youngstown State University’s Civil Engineering Advisory Board for over 15 years and has taught engineering classes there and at The Pennsylvania State University’s Shenango Campus. Dan received both his M.S. and B.S. in Civil Engineering from Youngstown State University. He is a licensed Professional Engineer in Ohio, Pennsylvania and West Virginia.

Brian K. Pancher

Owner/Founder

Brian is co-owner of WallacePancher Group and oversees the company’s environmental activities. Brian has over 20 years of experience in leading stream and wetland restoration projects and coordinating complex environmental and engineering projects for oil and gas, coal, and commercial clients. His expertise includes ecological analysis, resource management and planning, natural resource inventory, wetland delineations, stream and riparian assessments, watershed planning and permitting on both public and private projects in Ohio, Pennsylvania, West Virginia and various other states. Brian has been instrumental in the development of industry standards and techniques for applied restoration ecology. Brian holds an M.S. in Natural Resources from the University of Wisconsin-Stevens Point and a B.S. in Wildlife and Fisheries from Pennsylvania State University.

Frank Rudge

Chief Operating Officer

Frank is WallacePancher Group’s Chief Operating Officer and is responsible for all company operations. He has more than 30 years of experience leading multiple business areas including operations, customer service, quality, engineering and M&A both domestically and internationally. Frank is an adjunct professor at Pennsylvania State University’s Shenango Campus. He received his MBA from the University of Pittsburgh and his BS in Business Administration from Westminster College.

Antoinette Wallace

Chief Financial Officer

Antoinette is the Chief Financial Officer at WallacePancher Group. With more than 30 years of corporate accounting experience in various business industries including real estate development, retail, and consulting, Antoinette is responsible for financial planning and reporting, and oversees the Accounting and Human Resources departments. Antoinette earned her BS in Business Administration from Youngstown State University with a Major in Accounting and a Minor in Business Management.

John E. Burglund

Director

John is a Director at WallacePancher Group with more than 20 years of industry experience. John serves as a senior project manager and technical advisor for environmental matters including ecological field data collection, stream and wetland mitigation design, NEPA Documentation, and permitting of projects in the energy, land development, and transportation industries. John serves on the Board of Directors of the Washington County Chamber of Commerce, the Pennsylvania Coal Alliance, and the Pittsburgh Chapter of Young Professionals in Energy. John holds a B.S. in Environmental Science from Slippery Rock University.

William Gabriel (Gabe) Hays, RLA

Director

Gabe is a Director at WallacePancher Group. He has more than 25 years of professional experience in Landscape Architecture and Planning covering 12 states. Some of Gabe’s specialties include parks and resorts, trails, commercial development, streetscapes, urban design, cultural landscapes, garden design, and waterfront development. Gabe is a certified Historic Landscape Consultant, is a long standing ASLA member, serves as chair for the Ohio Public Works -District 18 Natural Resource Assistance Council, and is the secretary of the Eastern Ohio Community Foundation Fund that he helped establish. Gabe holds a B.S. in Landscape Architecture from Ohio State University and is a Registered Landscape Architect in Ohio, Pennsylvania, and West Virginia.

Keith R. Miller, RLA

Senior Project Manager

Keith is a Senior Project Manager with over 20 years of land development experience in Pennsylvania, Ohio and West Virginia. Keith has experience in planning, design, and management of a wide variety of projects including oil and gas, K-12 and higher education schools, athletic field complexes, municipal campuses, and commercial and residential developments. Prior to joining WallacePancher Group, Keith worked for engineering firms in the Erie, Harrisburg, and Pittsburgh areas. Keith holds a B.S. in Landscape Architecture from West Virginia University and is a Registered Landscape Architect in Pennsylvania.

Christopher J. Wagner

Senior Project Manager

Chris is a Senior Project Manager at WallacePancher Group with over 25 years of experience in permitting and related environmental services for a variety of public and private sector clients. Chris’ extensive state and federal permit experience includes complex Section 404 Permit Applications, Joint Permit Applications, NEPA documentation, Chapter 105 Permits, and General Permits for public sector transportation projects and private sector land development projects. He also has extensive experience in wetland/stream mitigation plan development, design and construction oversight, erosion and sediment pollution control plan development, wetland delineations and functional assessments, stream determinations and assessments, and macroinvertebrate sampling techniques. He is a Technical Committee member of the Pennsylvania PA Coal Alliance and is a member of the Pittsburgh Chapter of Young Professionals in Energy. Chris received his B.S. in Geology from Clarion University.

Christian Fulkman, P.E.

Project Manager

Christian is a Project Manager at WallacePancher Group with over 10 years of design experience in Pennsylvania and Ohio. He manages all aspects of civil/site design for land development projects, stream and wetland mitigation/restoration projects, and natural gas wellsite and pipeline projects. In addition to well site construction planning and design, Christian oversees natural gas pipeline design routing, plan preparation, landowner coordination, HDD bore profile design, and all state and local permitting, as well as Erosion and Sediment Control Inspection programs for ongoing pipeline construction projects. Christian earned his B.S. in Biological Engineering with a Minor in Environmental Engineering from Pennsylvania State University. Christian is a licensed Professional Engineer in Pennsylvania and Ohio.

Thomas A. Page, PWS

Senior Project Manager

Tom is a Senior Project Manager with over 30 years of experience in land development, transportation, oil and gas, and mining. Tom has worked both in consulting and as an industry employee. He has extensive experience working on and leading projects involving wetlands identification and delineation, aquatic biological surveys, benthic macroinvertebrate sampling, site and resource assessments, alternative analysis, watershed assessments, threatened and endangered species studies, environmental permitting, rail-to-trail studies, abandoned mine drainage (AMD) remediation, and grant application preparation. Tom is a Professional Wetland Scientist (PWS). He holds an M.S. in Wildlife and Fisheries Resources from West Virginia University and a B.S. in Environmental Resource Management from Pennsylvania State University.

Matthew R. Wachob

Project Manager

Matt is a Project Manager at WallacePancher Group with over 10 years of industry experience. Matt has extensive experience in stream classification, benthic macroinvertebrate monitoring, and the Jurisdictional Determination (JD) process. Matt also has experience preparing stream and wetland reports for various permit application submissions including SMCRA Permits, federal Nationwide Permits and 404 Permits as well as technical and landowner reports. Matt earned his B.S. in Freshwater Ecology with a concentration in Environmental Science from Clarion University.
